An astronomer is on an expedition to Darkest Africa to observe a total eclipse of the sun, which will only be observable there, when he's captured by cannibals. The eclipse is due the next day around noon. To gain his freedom he plans to pose as a god and threaten to extinguish the sun if he's not released, but the timing has to be just right. So, in the few words of the cannibals' primative tongue that he knows, he asks his guard what time they plan to kill him.

The guard's answer is, "Tradition has it that captives are to be killed when the sun reaches the highest point in the sky on the day after their capture so that they may be cooked and ready to be served for the evening meal".

"Great", the astronomer replies.

The guard continues, though, "But because everyone's so excited about it, in your case we're going to wait until after the eclipse."

CSM; CHED-COE Reapplication

Dated September 8, 2006, by virtue of a resolution letter notified by Chairman Carlito S. Puno, DPA addressed to Dr. Marcelo P. Salazar, the Institute’s Chancellor, the Commission on Higher Education (CHED) through its disciplinal Technical Committee; the Technical Panel for Science and Mathematics (TPSM), announces the results of the recent reapplication for the title of Center of Excellence of the four departments of the College of Science and Mathematics namely the department of Biology, Chemistry, Mathematics and Physics.

Based from the TPSM recommendations, the CHED en Banc has decided to retain the prestigious Center of Excellence title to this year’s most deserving departments; Chemistry and Mathematics, further granting the Biology and Physics Department for a Center of Development status. Little did we know that the CHED’s proclamation of Center of Excellence to the four departments of CSM in 1998 was terminated in the year 2004. Thus as an initiative for funding immovability, these departments reapplied for the CHED’s COE and COD Programs for Science and Mathematics last January 30, 2006.

“Total prestige and well sufficient funds awaits for the Center of Excellence title claimer. For this year, an annual budget of 2 Million goes to these departments for faculty development (i.e advance laboratories), research and instruction. Unlike to the prior system of fund expenditure, a department is subject for a project proposal ahead of the release of the allotted budget. Among of the many requirements for standard selection of COEs and CODs throughout the Philippines, CHED focuses on; a) Faculty Profile- this is to how many MS and PhD holders within each department, b) Equipments and Facilities, c) Research and Publication and lastly, d) Links and Extensions,” says Dean Angelina M. Bacala of the College of Science and Mathematics.

Unfortunately, this year’s CHED proclamation may not be that good for there were only two departments who garnered the top most awards. Nonetheless, the other two departments petitioned for reconsideration with regards to the interrogation of the requirements submitted by these respective departments. We will just be hoping that this petition will somehow be granted. Congratulations to the awardees!
